Is it possible to display Checkout Promo blocks on all pages of my web-store?
Yes, it's possible with our Magento Checkout Promo extension. When you add new or edit your checkout promo rule on Frontend Properties tab click to the button Add Layout Update button.
On dropdow Display On select Generic Pages -> All Pages then select the position which you want to display the promo banner on Block Reference dropdown.
