Yes, Vendor can manage his tax using Vendor Tax Plugin. With Vendor Tax Plugin vendor can manage multiple product tax classes.

For each product tax class vendor can add multiple rates based on country, region and zip/post code.

Now you just to assign the product tax class for the product.
